  • A 15-year-old boy was shot dead in Malmö, and two teenagers have been arrested.
  • The murder is linked to the Foxtrot criminal network, with a possible debt motive.
  • Girls and women are increasingly involved in violent crimes within Swedish gangs.

The suspects, a 15-year-old girl and a 17-year-old boy, approached the victim unmasked and fired many shots before fleeing on electric scooters, according to multiple reports. The 17-year-old has confessed, while the girl answered "no comment" to police questions. A 35-year-old man was also arrested on suspicion of aiding the murder, possibly by instructing the shooters on the target's location.

The motive may have been to target a relative of the victim, who has a multi-million debt to the Foxtrot network, Aftonbladet sources reported. A 25-year-old relative of the murdered boy was arrested on suspicion of conspiracy to commit murder on the same day, and his defense lawyer said he was detained at Arlanda airport on March 30 and denies the crime. Police feared revenge actions and launched Operation Ralf with increased controls and drone surveillance, a police spokesperson said.

The Foxtrot network is significantly weakened, with leader Rawa Majid in Iran and key figures arrested, SVT sources reported. Mohamed Mohdhi, 28, is one of the few remaining with authority to order violence in Foxtrot's name, and police suspect he was behind recent violence, including the Vårby and Malmö murders by the 15-year-old girl. Mohdhi is wanted by Europol for over ten serious violent and drug crimes and is believed to be in Tunisia.

A Swedish government delegation plans to travel to Tunisia to seek help in arresting him, SVT sources said. Foxtrot is linked to a record seizure of about 180 hand grenades in Alingsås, Stockholm, and Malmö. Girls and women in criminal networks have often been 'enablers' but are now more directly involved in violent crimes, according to Anna Hedin Ekström of Noa.

Criminal networks actively recruit girls because they are less visible to authorities. Most girls in gang environments have been subjected to sexual violence, often used as blackmail. The 'Blind fläck' project in Gothenburg works with girls in network environments and has reached up to 40 ongoing contacts.

Ten teenage girls were convicted of murder in Sweden between 2015 and 2024, with half of those in 2023-2024, according to Brå statistics. Girls are seen as disposable by gangs and are not considered full members, which can make it easier for them to leave. The girl arrested in the Malmö murder was completely new in the police system and was not on their radar before, police sources said.

In her phone, police found chats instructing her when and where to strike. The weapon used in the Vårby shooting was also used in a shooting of a gang leader in Fagersjö on March 8, according to police technical evidence. Residents heard 8-10 shots and saw panic, with children running and a mother shielding her three children, witnesses said.

Uppsala is home base for Sweden's two most notorious gangs, Rumba and Foxtrot, whose leaders Ismail Abdo and Rawa Majid are believed to be orchestrating operations from abroad. In a separate case, a 16-year-old boy from Skåne was arrested for an attempted murder in Uddevalla, which was ordered remotely by Foxtrot top figure Ali Shehab, according to the police investigation.

The same 16-year-old is suspected of a prior attempted murder on a Swedish-Iranian academic on September 2. Two other teenage boys are suspected of involvement; one is also suspected of conspiracy against a Swedish weapons company. Ali Shehab has been detained in absentia for instigation of the Uddevalla shooting and was reportedly arrested in Iraq in December.

The Swedish Security Service is aware of the case regarding the attempted murder of the academic. Prosecutor Per-Erik Rinsell said five people are suspected in that case, and charges may be filed in March. In other major cases, a mother and child fell overboard from a ferry between Gdynia and Karlskrona on June 29 and were pronounced dead; the investigation was closed because the suspect, the mother, is deceased.
