Sabina Sjöberg, a 30-year-old property owner in Degerfors municipality, claims the fence was constructed on one side of her property against a neighboring property before she purchased the house, SVT Örebro reports. The fence stands a few meters into her land, blocking part of the view of the water and her strawberry patch, according to the same source. According to Sabina Sjöberg, the neighbor applied for a building permit after the fact when she reported the construction to the municipality, but it remains unclear whether that application was approved or denied.

Sabina Sjöberg asked the company that built the fence to move it, but they refused, according to SVT Örebro. The company that built the fence wants Sabina to pay for a new land survey to determine the property boundary, which she says is already established, SVT Örebro states. A new survey would cost between 50,000 and 100,000 kronor, according to Lantmäteriet.

The County Administrative Board considers the fence's impact to be very small, Länsstyrelsen said. In its decision, the authority wrote that the fence partially stands on land where it is not permitted to build, but it believes the deviation is small, according to Länsstyrelsen. According to SVT Örebro, Sabina Sjöberg described feeling powerless when not even the authorities can help.

SVT has sought the company's representative but received no response, leaving its official position or justification for refusing to move the fence unknown, SVT Örebro reports. It is also unclear why the County Administrative Board considers the impact small despite the unauthorized construction, or what legal actions Sabina might take to resolve the dispute without paying for a survey.
