The NKI of 78 is the highest Västerås stad has ever recorded, according to official figures. The survey, called 'Insikt', measures the municipality's exercise of public authority and is sent to companies that have had cases with Västerås stad after a decision or inspection. The response rate was 46 percent, corresponding to 502 responses.
Results by regulatory area for 2025, with 2024 in parentheses, are: Brand: 83 (too few responses), Bygglov: 72 (70), Markupplåtelse: 80 (77), Miljöskydd: 75 (83), Livsmedel: 79 (73), Servering: 83 (80), Lantmäteri: 67 (too few responses). In addition to mandatory areas, Västerås stad also measures fire protection, land allocation, and land surveying. Land surveying was measured for the first time in 2024, but sufficient responses for a result were only received in the 2025 measurement.

The survey covers six service aspects: accessibility, information, treatment, competence, legal certainty, and efficiency. Västerås stad's goal is to achieve an NKI of at least 70 in all regulatory areas. Procurement is measured with a separate survey called Nöjd Upphandlings Index (NUI), which scored 60 in 2025, down from 63 in 2024.
