According to the Swedish government, the action plan aims to clarify women's role and give them greater influence over climate work, especially among populations most vulnerable to the consequences of climate change. Climate and Environment Minister's State Secretary Helena Dyrssen led, together with Chile's Environment Minister Maisa Rojas, the final negotiations that led to the plan's adoption. " The action plan, The Belém Gender Action Plan, is valid for nine years, during the period 2026–2034.

It sets goals and activities within five priority areas: Capacity building, knowledge dissemination and communication; Equal representation, women's participation and leadership; Coherence; Gender mainstreaming in implementation and resource allocation; and Governance and reporting. The work should raise knowledge and understanding of climate action from a gender equality perspective. The plan should be implemented at all levels, within the climate convention and its secretariat as well as in the parties' work.
