The equipment was attached to the bottom and the commander was pulled overboard when the fishing boat continued moving forward, and drowned. The commander who drowned was not wearing a life jacket.

Two fishermen, a commander and a deckhand, were fishing for lobster with traps in April last year. The fishing boat lacked a safety device to store the line in a safe way from the crew on board. The deckhand did not know how to operate the boat.
