The report, submitted by the Swedish Courts Administration, outlines the new nomination process that enables courts to nominate members to the board of the Courts Board and the Judges Nominations Committee. The agency is implementing adjustments so that the new board can begin work from day one, including developing management processes and recruiting the authority's first director.

Discussions with the Ministry of Justice are ongoing regarding transitional provisions to avoid leadership gaps, the host authority role for the Judges Nominations Committee and the Judicial Responsibility Board, and the design of the new instruction for the Courts Board. Four nomination committees have been appointed, and all employees in general courts and general administrative courts can nominate and comment on candidates.

Eva-Lotta Hedin, Chief Judge at the Administrative Court in Stockholm and spokesperson for the nomination process, said the process was designed by the courts themselves and is based on openness and participation. "The ambition has been that all employees at the courts should be able to influence the composition of the new board," she said. All regular judge positions are advertised, applications are processed by the independent Judges Nominations Committee, which submits a ranked proposal to the government, which then makes the appointment decision.

Mikael Forsgren, Director General of the Swedish Courts Administration, said the reform strengthens the foundations of the Swedish rule of law by safeguarding judicial independence and increasing distance from political power. "Our focus in the coming year is to prepare the organization for the new leadership so that together we can strengthen the development power throughout the Swedish Courts," he said.
