According to a press release from the Ministry of Employment published on February 24, 2026, the proposal includes ILO Convention No. 190 on the elimination of violence and harassment in the world of work and Convention No.

191 on a safe and healthy working environment. The government states that Swedish law already meets the requirements of these conventions through existing legislation on work environment, discrimination, and criminal law, meaning ratification can proceed without legal changes and will not impact the state budget. Ratification would reportedly strengthen Sweden's international stance on safe and equal working conditions and involve reporting obligations to the ILO on implementation.

The proposal is documented in Proposition 2025/26:134, which also informs the parliament about related ILO recommendations.
