The proposed development will feature buildings mostly four stories high, with some three or five stories to vary the skyline and adapt to the surroundings, according to Region Gotland. The area will mix housing with ground-floor premises for center activities, offices, and parking, with most car parking concentrated in a new garage on the property Visby Väduren 7 to free up space for housing and greenery. Torslunden will retain its hilly, green character and may include a stormwater pond and playground.

The committee removed a requirement that the former Idrottens hus building could not be demolished, as proposed by the Centre Party, and also removed a regulation on glazing of protruding balconies, as proposed by the Green Party, deferring those issues to the building permit stage. Vice Chair Thomas Karlström said the area offers a central location to create housing and link the city together with an attractive mix of buildings and green spaces. Separately, the committee adopted a minor detailed plan for Fårö Nors 1:12, south of Norsholmen, allowing three new residential properties of at least 2,500 square meters each, with buildings designed to blend into the forest landscape.
