Piteå municipality wants to develop the centrally located area Norra hamn into a new coastal district with housing, restaurants, and hotels, with construction hoped to start within five years. The municipality wants to keep the small boat harbor that exists in the area. The harbor is currently managed by the local company PSS Motor och marina, which rents a premises in the harbor.

Andreas Bjurström, owner of PSS Motor och marina, stated, 'We operate the maintenance of the harbor and handle the marine activities in the area. We launch and repair boats. ' The company is being evicted by the municipality because the building they occupy is to be demolished for the new district.

The only replacement premises offered by landlord PNF is in Öjebyn. Bjurström claimed, 'It is impossible to run a harbor business from Öjebyn in a profitable way,' and said he will be forced to close half of his company. He added, 'I get neither any land allocation near the harbor nor near water.
