The pre-project 'Felles Ansvar Polarsirkelen' is a low-threshold, free, interdisciplinary offer for youth aged 12–19 at risk of substance abuse, crime, violence, or social exclusion. It will ensure political anchoring, recruitment, and cooperation between municipalities, police, and other actors.
