Energy and construction accounted for the most emissions, the report said. Energy emissions mainly come from district heating, electricity, and treatment plant emissions such as methane and nitrous oxide. Construction emissions arise from completed new constructions, renovations, and infrastructure projects. The decrease is mainly due to a lower share of fossil fuels in district heating and fewer construction projects being completed during the year.

Within consumption, monitoring covers purchased IT products, certain furniture, and parts of companies' material purchases, which account for the largest share of emissions. Purchases of computers also contribute significantly but have decreased as more operations reuse computers. Emissions from the municipality group's transport are relatively unchanged, mainly from fuel use and new vehicle purchases. Data on several procured transports are missing.

Food emissions, mainly from meat and dairy, were slightly lower in 2025 than in 2024, possibly due to clearer procurement requirements and more climate-smart menus. The total carbon stock in the municipality's forest increased during 2025, storing carbon dioxide equivalent to about 30 percent of the group's total emissions. The forecast indicates a gradual increase in annual carbon storage until around 2050.

Historically, emissions within the municipality's geographical area decreased up to 2020, then increased in 2021 due to post-pandemic recovery, followed by decreases in subsequent years. Figures for 2024 show a sharp increase, mainly due to reduced blending of renewable fuels in gasoline. Data on several emissions within the infrastructure area are still missing. Environmental strategist Josefin Smeds said it is positive that emissions are decreasing, but cautioned that missing data mean too many conclusions cannot be drawn, emphasising the need to continue broad climate work.
