The 2024 edition of Åre Business Forum began on Wednesday with Prime Minister Ulf Kristersson as the opening speaker. The forum, held for the 16th year and usually gathering around 600 visitors from Sweden, Europe, and the USA, has a program focused on how business can strengthen Sweden, the Nordics, and Europe for increased resilience, sustainable growth, and competitiveness. Topics in the program include geopolitics, macroeconomics, entrepreneurship, innovation, defense, security, growth opportunities, leadership, space, and AI. Kristersson gave a geopolitical overview and its consequences for business and trade, and SVT asked him about the government's plans for infrastructure investments in the county.

Geopolitical tensions are directly impacting Sweden's economy. Oil and gas prices are soaring due to the U.S. and Israel's war against Iran, with Iranian attacks on ships in the Strait of Hormuz driving up oil prices. In Europe, gas prices have doubled since the war started three weeks ago, reaching the highest level since 2022 when the Russian gas tap was shut off, a situation exacerbated as many countries have redirected gas and oil imports from Russia to Gulf states in recent years. U.S. President Donald Trump demanded Iran open the Strait of Hormuz within 48 hours or face new threats to its energy infrastructure, to which Iran responded with threats to close the strait completely and expand the war further. Recent weeks of war have led to sharply increased energy prices worldwide, affecting Swedish households.

In response to the crisis, Prime Minister Ulf Kristersson will hold a press conference to present measures against high energy prices, with Jimmie Åkesson, Ebba Busch, and Simona Mohamsson participating. Kristersson says the government has preparedness to act if the war in the Middle East has economic consequences for Sweden. The government is working with three scenarios to assess economic impact, including a regime change in Iran leading to a less aggressive tone.

Ten EU countries, including Poland, Italy, and Austria, demanded a review of the EU's emissions trading system (ETS) before the summit, with Italy advocating for scrapping the entire ETS system. However, many EU countries, including Sweden, defend the ETS as crucial for the union's relatively fast transition. Kristersson promised there will be no shutdown of the emissions trading system (ETS).

At the summit, Kristersson brought a wish list to protect Swedish bottleneck revenues, arguing a new EU law unfairly affects Sweden. He received guarantees that bottleneck fee money will stay in Sweden. However, Viktor Orbán's veto threats anger Kristersson, who believes it is time to change EU decision-making and deprive Hungary of veto power. Unlike other government parties, the Sweden Democrats want to keep the current EU decision-making order.

Domestically, political tensions are rising over SVT funding. Part of the explanation for SVT's cost-cutting package is increased costs when TV4 and other commercial channels left the terrestrial network at the turn of the year, and SVT must remain in the terrestrial network because it is part of the emergency preparedness mission. The government's proposition states that if other media companies leave the terrestrial network during the license period and this leads to significantly increased costs for public service companies, this should be seen as an extraordinary cost and not included in the funding decision for the license period. SVT's board has requested extra funding for the increased expense but has not yet received a decision from the government. The opposition believes the issue is not being handled quickly enough and that the government can take money from the so-called public service account to cover the fee. Social Democratic Party leader Magdalena Andersson demands that Prime Minister Ulf Kristersson intervenes to get a decision on extra funds for SVT. Another domestic controversy involves interior design costs at the Prime Minister's official residence. Ulf Kristersson became Sweden's Prime Minister in October 2022 and moved into the official residence at Sagerska palatset in Stockholm, which the government rents furnished from Statens Fastighetsverk (SFV), a state agency under the government. New prime ministers can adapt the residence to personal and family needs at taxpayer expense, known as hyresgästanpassung, and Kristersson and his wife Birgitta Ed have used this adaptation more than previous prime ministers, including long after moving in in 2022. Items like art, curtains, paintings, exclusive cushions, tablecloths, and rugs have been purchased by the agency based on the tenant's requests, with costs added to the rent via an agreement between agencies. SFV hires interior architects to fulfill requests, making each purchase more expensive, with architects billing over 1000 kronor per hour, and in some cases, labor costs have exceeded the price of the purchased item, e.g., a kitchen rug costing 7400 kronor with architects billing 27,400 kronor. According to Expressen's review, it is not the Prime Minister but his wife Birgitta Ed who initiates interior design requests, communicating directly with SFV officials.

Amid these challenges, Sweden is pursuing a significant defense buildup. Europe is undergoing the largest buildup of defense capability since the Cold War, with Sweden focusing on strengthening security around the Baltic Sea. The Ulf Kristersson government is spearheading military rearmament and building a more resilient civil society through Total Defence, a Cold War strategy mobilizing armed forces and a militarized civil society, with Sweden able to mobilize 800,000 soldiers in 1964. Wartime posting included both people and companies, such as doctors, teachers, and companies like Saab and Ericsson. After the Soviet Union collapse, Sweden pivoted to Operative Defence, a small professional force for international operations, cutting defense spending to 1% of GDP in 2017, but defense spending was raised in 2015 and conscription reactivated in 2017 due to Russian resurgence. In 2012, Supreme Commander Sverker Göranson said Sweden could hold out for a week against an attack on a limited area. The 2024 budget amendments include additional spending on defense and infrastructure, as previously announced.

Kristersson stated that Sweden made historically wise decisions to become independent of oil and gas for electricity production.

NATO uncertainties add to the security landscape. Donald Trump has repeatedly threatened to leave NATO, leading to talks about a 'European NATO' with Sweden's participation. Kristersson declined to comment on NATO Secretary General Mark Rutte's actions, including calling Trump 'Daddy'.

Economically, Sweden faces mixed signals. Inflation is slowing, approaching the central bank's 2% target, enabling a shift to more normalized fiscal policy. The government expects 0.7% growth in 2024 and unemployment to increase to 8.3% from 7.7% in 2023. The debate on the euro has taken off due to inflation shock and pressure on the krona's value against the euro, with the Moderate Party's stance on the euro known for some time.

Sweden's historical economic success informs its current trade stance. Sweden transformed from one of the poorest to one of the richest countries in Europe over a 100-year journey starting in the 19th century, with factors including open trade, natural resources, industrialization, technological development, social reforms, and education. Sweden has a mix of old and young companies, with a tradition of entrepreneurs turning ideas into business. However, the rules-based order since WWII is on shaky ground, with transatlantic bonds questioned and free trade out of fashion. Sweden and the European Union are prepared to retaliate against US trade policies, with the EU ready with countermeasures if negotiations fail, but Sweden's goal is to lower tariffs and increase trade with the US and other countries, not retaliation.

During a visit to Gävle, Kristersson focused on domestic price discussions. The VAT reduction is a temporary measure until December 31, 2027, affecting grocery stores, gas stations, street kitchens, cafés, and restaurants. During Ulf Kristersson's visit to Gävle, the focus was on discussing prices and food VAT in the store.

In the long run, we cannot count on the U.S. to bear the lion's share of the defense of Europe.
