Eva Torill Skogstad, leader of the Kven political committee in Kåfjord, expressed surprise at the rejection. According to NRK Troms og Finnmark, Skogstad said the committee conducted thorough preparatory work, including a needs assessment and exploration of organizational models. The Cultural Directorate cited insufficient description of organization, anchoring, and establishment of the language center, and stated the appeal did not change their overall assessment.

Torbjørn Urfjell, department director at the Cultural Directorate, declined to comment as the case is still under review by the ministry. Section leader Guri Langmyr Iochev previously stated there is limited financial room for new establishments within the current budget.
