Many stray dogs are clustered around Tuffly Park in the Fifth Ward, an area across the river from downtown Houston, according to multiple reports. In March 2025, Harriet Phillips was attacked and killed by three Staffordshire Bull Terriers that broke through her fence. The dogs were euthanized and their owner, Marshall Garrett, has been charged. In July 2024, a two-year-old girl, A'Daya Rain Fisher, was killed in her babysitter's home by three Rottweilers.

Community activist Jonathan Russell said action needs to be taken before any more people are fatally mauled. According to Daily Mail - News, Russell described residents as scared of the animals and unsure if they are friendly or aggressive. Stray dogs have been connected to at least five attacks in the Fifth Ward last year. In one attack, Vincent Thomas was thrown from his bike and bitten on his legs, arms, and face, and was in the hospital for eight days. According to Daily Mail - News, Thomas described being bitten on his head, jaw, and having teeth knocked out. The Bureau of Animal Regulation and Care (BARC) was never able to find the dogs that attacked Thomas.

Last year, BARC got 51,385 calls for service and took in 22,345 animals. In 2024, BARC took in 20,875 animals, six percent fewer than in 2025. BARC said residents should call 311 if they see a loose dog. It remains unclear what specific actions residents are demanding from the city government or whether BARC plans to increase resources.
