The scope of the road work has been subject to conflicting information. Luleå kommun states it is improving the road for heavier traffic with a full closure for comprehensive work. se, Kjell Johansson at Trafikverket said the current work on Haparandavägen from Björsbyn to Rutvik only involves culvert replacements, not a full renovation.

He explained that five culverts under the road and eight under the pedestrian and bicycle path are being replaced. The procurement for asphalt renovation failed because only one bid was received and it was too expensive; it will be re-issued before Christmas 2026. If the new procurement succeeds, the full renovation could be completed by autumn 2026, Johansson said.

Responsibility for the road is split. se. The kommun's responsibility ends at Rutviksreveln, where Trafikverket's begins.

Trafikverket is responsible for road work from Björsbykorsningen towards Rutvik, including roads 969 and 965 to Rutvik Golf Course. Trafikverket will also renovate its section of the pedestrian and bicycle path from Björsbykorsningen towards Rutvik, Luleå kommun said. Luleå kommun will renovate the pedestrian and bicycle path parallel to Haparandavägen between Vänortsrondellen and the municipal snow dump, according to project manager Henrik Lövgren.

He said the renovation applies to that section, and a different route will be used during construction. Recent work on Haparandavägen has been completed. According to Sveriges Radio, the construction of two new roundabouts and VA-line installations is finished.

The road was reopened to traffic on Thursday afternoon after being closed since the beginning of May, with a coordinated opening at 14:00 removing all obstacles. The road improvements are part of broader planning in the Bensbyn–Björsbyn area. Luleå kommun's comprehensive plan for the area is a strategic document showing the long-term vision, not legally binding.

Infrastructure projects like power lines, roads, and hydrogen pipelines are planned under other legislation. Luleå kommun needs to build 400 to 800 homes per year until 2040 to meet population goals and industrial transition. A building permit was issued on 2026-04-16 for 62 car parking spaces, Luleå kommun said.
