The Driftnämnd kultur och skola has decided how cultural programs for the elderly and associations will be organized from 2027, according to an official statement. The committee chose to proceed with the scenario of creating touring circuits for the elderly. The decision was made at the Driftnämnd kultur och skola meeting on April 23, 2026.
Region Halland and the municipalities of Halland have collaborated for ten years to make culture accessible to the elderly, previously carried out by Hallands bildningsförbund. An external evaluation by PwC in 2025 showed that the collaboration is appreciated and engages many, but also indicated a need for change: a larger share of the budget should go to actual culture and less to administration, fees for cultural creators need to be raised, and working methods should relieve care staff. Additionally, Region Halland's lawyers have assessed that the assignments for mediating culture need to be put out to tender in accordance with the Public Procurement Act (LOU).
Region Halland will offer culture for the elderly through touring circuits where a ready-made program comes to special housing and meeting places. The program will be varied and developed in close collaboration between elderly care and cultural experts. The touring circuits become an offer to the municipalities of a cultural guarantee for residents in special housing, giving them access to several cultural programs each year.
