Gotland Social Committee Approves Elderly Care, Addresses Deficit
Key Points
  • The Social Committee approved a report on preventive elderly care activities developed since a 2025 decision.
  • A preventive unit has been operating since January 2026, offering free activities in rural areas and Visby through collaborations.
  • The committee addressed an 8.1 million kronor deficit for the first quarter, forecasting a reduced full-year deficit of 5 million kronor due to cost reductions and state grants.

The Social Committee approved the reporting back of an assignment to develop preventive activities for the elderly, which was originally decided in September 2025. A preventive unit has been in operation since January 2026, collaborating with internal and external actors, including through ideologically driven public partnerships, and offering free activities for the elderly both in rural areas and in Visby. Andreas Vall, Vice Chairman of the Social Committee, emphasized the importance of these steps for the growing elderly population in Gotland.

1 million kronor deficit from January to March have not been detailed, nor have the internal and external actors collaborating with the preventive unit been named. The full-year deficit is lower because the operations are working with activities to reduce costs and because there will be additions of state grants, though the specific cost-reduction activities remain unspecified. Vall noted that continued cost reductions and expected state grants could lead to a balanced budget for the full year.

The Social Committee postponed the decision on procurement documentation to the first quarter of 2027 for a supported housing for people with addiction and co-morbidity, which was previously assigned to the administration and is reserved for non-profit organizations under the Public Procurement Act. The administration assesses that a change in the timetable for the procurement needs to be made to create better conditions for an agreement, but the details of the procurement and the specific timetable changes are not yet clear. The work to adapt the operations to the new Social Services Act is clear within the departments, and the systematic quality work is in constant development, becoming more evident through analysis days and planning days.
