The report found that crime on TfL services rose 46% compared to a pre-pandemic average of 16,544 offences. Overall crime on the network has increased nearly 8% in the last three years, according to multiple reports. Crime trends varied by mode.

Additionally, 1,724 hate crime incidents were reported on TfL. A suspect was not identified in 58% of VAWG incidents and 66% of hate crime incidents, according to multiple reports. London TravelWatch estimates as many as 80% of incidents go unreported.

Theft and robbery have also risen sharply. Theft offences on public transport increased 32% from 28,193 in 2018/19 to 37,172 in 2024/25, according to House of Commons Library data. Robberies recorded by British Transport Police (BTP) rose from 705 in 2018/19 to 1,663 in 2024/25.

However, BTP said robbery rates on the London rail network have fallen for a second consecutive year, decreasing by 35% over two years in winter months. Luggage thefts across the UK train network in 2025 were almost 30% higher than in 2023, with King's Cross Railway Station recording the most reported luggage thefts at 177, according to BTP FOI data reported by major media. Sex offences on the railways reached a record high of 2,658 in 2024-25, an increase of almost 10%, according to BTP data.

Only 449 cases were solved (suspect charged or given lesser sanction). In 1,333 cases (about half), police never identified a suspect. In almost 700 cases where a prime suspect was identified, there was insufficient evidence to bring a case, according to BTP data reported by major media.
