Rafael Waters (S), chairman of the street and community environment committee, stated at the time that the cleanup was being funded through the municipality's sanitation budget and was much cheaper to do preventively than after damage occurred. Despite these efforts, the boat has now sunk, though it remains unclear how far the municipality progressed with the actual cleanup operation before the sinking.
