Antisemitic, Anti-Muslim Threats Surge, Prompting Law Enforcement Response

Crime & justiceCrime
Key Points
  • Law enforcement is responding to rising antisemitic and anti-Muslim threats nationwide.
  • Recent attacks include a vehicle ramming at Temple Israel in Michigan and an ambulance arson in London.
  • ADL data shows record antisemitic incidents in 2024, with increases in assaults, vandalism, and campus incidents.

Law enforcement officials are taking steps to monitor and counter threats to Jewish and Muslim communities nationwide since the onset of war in the Middle East. Federal agencies, including the FBI, DHS, and National Counterterrorism Center, are reaching out to community leaders to assess safety and security needs amid increased reports of threats against Jewish, Muslim, and Arab communities. The agencies warned that lone actors pose the greatest threat in the homeland and that foreign terrorist organizations are likely to capitalize on conflict. Multiple hate crimes and an attempted terror attack have prompted increased security measures at places of worship and investigations into extremist activity.

Recent high-profile attacks have targeted Jewish institutions in Michigan and London. The FBI is investigating a March 12 incident in West Bloomfield, Michigan, where a driver drove a vehicle through the doors of Temple Israel. A man rammed his vehicle into a synagogue in the Detroit metropolitan area in Michigan on Thursday, before engaging in shooting with law enforcement, and was later found dead in his car. The incident occurred at Temple Israel synagogue in West Bloomfield, Michigan, which is considered the largest Reform synagogue in the U.S., serving about 12,000 members. The assailant was identified as Ayman Mohamad Ghazali, a 41-year-old naturalised U.S. citizen born in Lebanon, and the FBI is leading the investigation as a targeted act of violence against the Jewish community. In London, four Hatzola ambulances were set ablaze in Golders Green, London, in the early hours of Monday, leading to several explosions caused by gas canisters onboard the vehicles. Police believe three suspects were involved in the attack, and are pursuing all lines of enquiry, including an online claim of responsibility by an Islamist group with potential Iranian state links. A group with possible links to the Iranian state is being investigated in relation to an arson attack on Jewish charity-owned ambulances in Golders Green, London, which is being treated as an antisemitic hate crime, not a terror incident.

This surge in violence occurs against a backdrop of record antisemitic incidents in the United States. In 2024, ADL tabulated 9,354 antisemitic incidents across the United States, a 5% increase from 2023, a 344% increase over the past five years, and a 893% increase over the past 10 years, the highest number on record since ADL began tracking 46 years ago. Antisemitic incidents in the U.S. rose for the fourth consecutive year in 2024. In 2024, antisemitic assaults increased by 21% to 196 incidents, impacting 250 victims, and vandalism increased by 20% to 2,606 incidents, while harassment incidents increased by 0.26% to 6,552 incidents. Out of over 5,000 anti-Israel rallies tracked by ADL in 2024, 2,596 involved antisemitic messaging in the form of signs, chants, or speeches. Antisemitic incidents on college and university campuses rose 84% in 2024 to 1,694 incidents, comprising 18% of all incidents, a larger proportion than in any previous Audit. Antisemitic incidents at Jewish institutions decreased by 14% in 2024 but remained elevated compared to pre-October 7, 2023, levels. Antisemitic incidents occurred in all 50 states and the District of Columbia in 2024, with the highest levels in New York (1,437) and California (1,344).

Jewish community leaders have responded with calls for action and increased security coordination. Jewish leaders have called on lawmakers and civic leaders to combat heightened threats. Gary Torgow and other Jewish leaders met last week with senior FBI officials to discuss federal efforts to combat antisemitic incidents. Among the meeting's participants was Andrew Bailey, the FBI's deputy director. The Secure Community Network coordinates security for Jewish communities in North America. The Secure Community Network hosted a national security briefing ahead of Passover and amid rising global tensions.

Anti-Muslim rhetoric and attacks are also escalating sharply. There is an upsurge of virulent anti-Muslim rhetoric from some GOP politicians and Christian nationalists. Anti-Muslim rhetoric carries echoes of the early 2000s, when the 9/11 attacks and the Afghanistan and Iraq wars bred Islamophobic sentiment. The Islamophobia Register has reported a surge in incidents, with weekly reports increasing sixfold since late 2023, including attacks on Muslim individuals and graffiti glorifying the Christchurch mosque shooter. Joseph Czuba, 71, was charged in the stabbing death of a 6-year-old Muslim boy in what police said was a hate crime linked to the ongoing conflict between Israel and Hamas.

Government warnings and security assessments have intensified following the U.S.-Iran conflict. The United States has been on high alert for domestic attacks after it launched its war on Iran alongside Israel on February 28. The Department of Homeland Security released a National Terrorism Advisory warning that the American strikes could motivate violent extremists to attack targets perceived to be Jewish, pro-Israel, or connected to the U.S. military. Jewish and Muslim community leaders increased security at houses of worship and religious community centers in Maryland after recent American strikes on Iran's nuclear facilities.

International incidents underscore the global nature of the threat. European officials are investigating car burnings in Antwerp and London as antisemitic attacks. The arson attack on the Adass Israel Synagogue in Ripponlea, Melbourne on Friday 6 December 2024 has shocked communities across Australia, with leaders from various faiths strongly condemning the act.

Additional hate crime incidents have been reported in California, Toronto, and Virginia. Hateful incidents against Jewish people were recently documented in southern California and Toronto. One person was killed when a gunman opened fire at Old Dominion University in Virginia, in an attack being investigated as an 'act of terror'.

For many Jewish Americans, antisemitic incidents have confirmed longstanding fears about the rise of antisemitism and the need to counter extremism.

Officials offered an assessment of threats against faith communities and discussed strategies for maintaining safety and security at places of worship.

Temple Israel is the nation’s second-largest congregation in Reform Judaism.

Hate crime trends show a complex picture. While hate crime rates in 42 U.S. cities declined by almost 3% overall in 2024, crimes against Jews rose 12%, and those against Muslims rose 18%, according to preliminary data from a multi-city survey. Hate crimes against Jews and Muslims rose for a fourth consecutive year and were accelerated by the Gaza War, with anti-Jewish hate crimes accounting for the largest percentage of hate crimes overall at 25%.

Several key details remain unclear amid the ongoing investigations. The exact date of the Temple Israel incident in Michigan is uncertain, with conflicting reports between March 12 and a Thursday. Authorities have not confirmed whether the London ambulance arson attack is officially classified as terrorism or solely as a hate crime. The current status and findings of the FBI investigation into the Temple Israel incident, as well as the specific identities and motives of the suspects involved in the London ambulance arson attack, are not yet publicly known. The full extent and effectiveness of increased security measures implemented at Jewish and Muslim institutions nationwide also remains to be fully assessed.
