Sweden abolishes mandatory driving course for private practice
Nyckelpunkter
  • Sweden abolishes mandatory introductory driving course for private practice effective August 1
  • Government says course was a barrier to practice and had no effect based on Transport Agency report
  • Critics including NTF and driving schools warn of financial losses and safety concerns

The requirement to take an introductory course to start driving practice for a B driver's license is being removed. The Riksdag voted through the legislative change on Wednesday, and the introductory training for private driving practice will be abolished on August 1 this year. This course has been mandatory for both students and supervisors since 2006, creating a standardized entry point for learner drivers.

The government's justification for the legislative change was that the course requirement has been a barrier to private driving practice and limited the ability to easily practice driving with several different supervisors. The Transport Agency's report has shown that the course has had no effect since it was introduced, according to the government.

This feels like vote-fishing here.

However, the plans are met with criticism from both the traffic safety organization NTF and driving schools. According to SVT Nyheter, Jonas Nilsson, owner of Tingvalla driving school, described the move as politically motivated, and he would lose between 300,000 and 700,000 kronor if the introductory training is abolished. NTF Värmland also runs a driving school and would lose revenue, further highlighting financial concerns.

The abolition raises several unknowns regarding traffic safety and implementation. It is not specified how many people are expected to start private driving practice after the abolition, nor what the projected impact on traffic accident rates might be. Alternative measures to ensure traffic safety without the introductory training have not been detailed by authorities. Driving schools' financial adaptation to the loss of revenue remains uncertain, and the views of high school students in Karlstad on the proposal, as mentioned in SVT Nyheter, are not elaborated. The legislative change aims to increase accessibility but leaves open questions about long-term safety outcomes and economic adjustments in the driving education sector.
