  • A female apprentice reported a manager's alleged hotel room advance that was not followed up, leading to her departure from the service.
  • NRK reviewed 26 written reports over ten years, with nearly half involving sexual harassment and several targeting managers.
  • Ella's case of pressured sex by a manager resulted in reduced shifts and her eventual departure, with conflicting responses from the hospital and manager.

According to NRK, the apprentice described how a manager allegedly attempted to enter her hotel room during a course, and she wrote that she rejected him and experienced the situation as 'very uncomfortable'. The day after the incident, the manager allegedly told her not to tell anyone but that he did not regret making advances toward her, as recounted by the apprentice. The apprentice submitted a report after the incident, but she says it was not followed up, and she no longer works in the ambulance service, according to multiple reports.

NRK has seen the content of 26 written reports from the ambulance service in Finnmark over the last ten years, with most sent to Finnmarkssykehuset and some also sent to the Norwegian Labour Inspection Authority or the County Governor of Troms and Finnmark, according to multiple sources. Several of these reports are against managers, and nearly half concern sexual harassment, indicating a concentrated problem within leadership roles, as reported by multiple media outlets.

Among the cases detailed in the reports, the ambulance worker 'Ella' felt pressured into sex by her manager, according to her account. After reporting the incident, Ella received fewer shifts from the manager and eventually no longer works in the service, as confirmed by multiple reports.

Finnmarkssykehuset will not comment on Ella's case beyond stating it was handled according to applicable laws and regulations, according to a hospital spokesperson. In contrast, the manager in Ella's case believes Ella was a willing participant in what happened between them, as stated by the manager.

The day after he said that I must not tell anyone, but that he did not regret that he had made advances toward me.

Beyond sexual harassment, other reports describe derogatory views of women, threatening messages, discriminatory comments, threats of wage deductions, breaches of rest period rules, and unfair distribution of benefits, according to the reports.

NRK does not know how all the reports have been handled or whether they have been registered as whistleblowing cases at Finnmarkssykehuset, and the total number of reports in the ambulance service in Finnmark is unknown to NRK, according to multiple sources.

Information from the network meeting indicates that there may be far more incidents than what has previously come to light.

Finnmarkssykehuset, Hospital administration

Finnmarkssykehuset director Ole Hope said on Helgemorgen that all reported matters have been handled thoroughly by the hospital, and he stated there are no more reports than those already uncovered by NRK.

Finnmarkssykehuset has a resource group for whistleblowing consisting of the main safety representative, HR manager, and corporate lawyer, according to multiple reports. Despite this structure, the hospital has not contacted the police regarding any reports from 2015 to 2025, and it considered police reporting in some cases but did not deem it necessary or appropriate based on the factual basis, according to hospital statements.

Managing director Ole Hope takes the information conveyed by the employees at the meeting very seriously.

The Equality and Anti-Discrimination Ombud contacted Finnmarkssykehuset after reading about Ella's case and requested answers and documentation on preventive measures against sexual harassment, according to multiple reports.

Finnmarkssykehuset held a meeting with female ambulance employees, where information suggested there may be far more incidents than previously known, according to multiple reports. The hospital stated after the meeting that it appears a negative culture has developed in the health enterprise.

MDG parliamentary representatives Siren Jensen and Marius Dalin have proposed appointing an external investigation commission for Finnmarkssykehuset, as reported by major media.

The board of Finnmarkssykehuset is shocked by cases of sexual harassment in the health enterprise, with several questioning the competence of those handling reports, according to major media.
