The legislation, which includes a provision allowing collection at another location within 400 meters under special circumstances, is set to take effect soon. Stockholm Vatten och Avfall (SVOA) is responsible for implementing the collection in the municipality, but it has not yet presented the specific criteria and agreements for compliance. According to Christian Rockberger, CEO of SVOA, the agency will present what applies at its next board meeting on March 26.

Properties that meet criteria for being too cramped will be allowed to dispose of waste at old green containers, and property owners who receive SVOA approval after investigating all possibilities can use previous recycling stations. Up to 2,500 more multi-family houses in the inner city may make agreements to continue using existing green containers within 400 meters for a fee, with criteria including too little space outdoors, too cramped indoors, and unreasonable costs. The CEO estimates that individual agreements may be needed with about 1,000 to 800 properties.

Financial aspects involve producers paying municipalities for waste collection, with property owners covering any higher expenses via waste tax if municipal costs exceed producer payments. The Swedish Environmental Protection Agency administers the compensation process, but municipalities handle supervision, and the agency will review compensation levels, which may change. A housing association in Vällingby, for example, must have its own collection by January 1, 2027, at an expected cost of 150,000-200,000 kronor.

Implementation details distinguish between single-family and multi-family houses: for single-family houses, collection of packaging, food waste, and residual waste must occur at the same place. For multi-family houses, collection can be divided into several locations. SVOA will assume the legislator's intention is better packaging collection, so criteria for multi-family houses will also guide single-family houses.

All green recycling stations with all fractions will remain after the turn of the year, and collection of larger bulky packaging of paper and plastic will be added.
